Jon Cunningham is examining his lie on Hole number 2. He pulls out a range finder to measure the distance from his lie to the target. Two members of his group see him using the range finder. What should they do?

I really don't think Jon should be penalized at all. I don't believe that knowing the exact distance to the hole would be to someone's advantage or disadvantage. Because if you have to be able to see the hole to use the rangefinder, and if the hole is in sight, then you know where to throw. Ultimately it does not have an effect on your score like shaving strokes, buttering a lie, or any other direct decrease of a score.
