There are a lot of situations where this makes sense for players in between divisions. Many times divisions at big tournaments play as tough as the next division up in smaller, local tourneys. I think if you do flop back & forth, you should be consistent about it and not just making the decision after seing who is in the field.

The way I think about it is that some guy winning advanced for years and years is a way bigger bagger than a guy who plays pro at smaller events and donates half the time. There are those that will say once you play a pro event, you have to donate for the rest of your life, but that doesn't make sense unless.

Once you establish a PDGA rating, it works pretty good at showing what division to play in. For example 875-925 is the target for intermediate. You will find that this is about 20 points off, as those towards the upper end of that usually play advanced. Even more so at smaller events, there will be 940 players playing open ocassionally.
