Is there a way the PDGA has providing for "fixing" the ratings at multi-course tournaments? Referring to how the round ratings match a certain round rather than a certain course.
While it won't make a difference in the total of the round ratings, it will for each individual round. It might make a difference wether the round is used or thrown out.
Also, if the rounds are switched so that the rounds actually represent a certain course and setting, you can determine the SSA for the course and everyone can see accurate round ratings.
I imagine this is a lot of work because not many tournaments are doing it.

That tourney from last year didn't drop because it's not at least a year from your most current tourney. You can have the same tourneys from previous years if they were later in the year than the current one. For example If I played the DD Open last year and it was like 10-27-06 - 10-28-06 and I played it this year also 10/26/07 - 10/27/07 it wouldn't drop since this years tourney was one day too early. But if the current years DD Open was through the 28th or later than it would be over a year old of your most current tourney. Make sense? Hopefully that wasn't too confusing. I had that happen on the new update, one tourney didn't drop by 1 day. Yup it's to the year exactly.

Goal
Well I'm at 983 now (10 point jump) and should hit 990 on next update. My goal for next year is to hopefully get to 1000+ by the end of the summer. We'll see!
