I can see how the low points for finishing near the back of the member list (even when beating some non-members) can be demoralizing.
One idea like what Scott is mentioning here would be to give something like 5 points for participation instead of the 1 point we give currently. This would widen the gap between players though as number of events attended would become more critical.
Another idea that would radically change the point system, would be to calculate from the top down. Set a number of points each event is worth. Like 150 points for 2 dayers, 100 points for supertours, & 50 for a normal event. The winner would get that number and the players would decrease from there. I think that this would be more unfair than the current system because players would average more points when fewer members attended. That certainly doesn't make sense. Just thinking out loud here. There may be no real way change the system without creating more problems than it would solve.
The main problem I would like to work on is getting the people to join or renew who know they won't play a large number of events. We've changed qualifying rules to make it much easier to qualify (adding several divisions, not just pro & am, and giving 2 tourney qualifiers in each division in addition to the top third, among others...). The list of things you get from the KDGA has grown so much over the years that the points race should seem like a small part of the package. Though the $50 average per qualified finals player is huge! But that's just the icing on the cake. How about this years disc, shirt, & bag tag? Well worth the entry in my opinion!
