I think Ryan and Ron make a good point.

Since there isn't a clarification in the rules as to how to play this situation, they have to go with wherever it ends up, be it OB, lost, or in play, seen entering casual water or not.

I'd agree that their should be a rule covering this situation that would state that it should be played where it was seen entering the casual water. If it was not seen entering the water, that would be a different story.

What about a disc that is moving only by the action of the wind?

This weekend I saw a couple of shots (1 of my own) that flop-rolled around for 10 tantalizing seconds or more before deciding whether they wanted to end up OB or safe. They ended up OB.

I think the casual water should be considered an obstacle, part of the course, and that if it carries it right up to the basket and comes to rest, you're one lucky sucker!

If it carries you to the river and you loose your disc, well, that'd be an easier call!!

No, really, the rule I whipped says that you'd play it from where it went in.

Aha... they reconsidered... received this today. It could go either way, depending on what the group was able to see:

"To clarify, the disc can be marked (it was casual water) where it first
began to be moved by the action of the water. So the mark could be where it first entered the casual stream...IF the group can determine where that was AND agree that it didn't bounce around BEFORE being moved by the water.

IF the group can not reach an agreement on that, the other option would be to play it where it is/was when the group reached the scene."
